摘 要:本文以2006-2010年数据为样本,运用随机前沿分析方法,通过引入审批城镇建设用地占用农用地面积这一重要变量构造超越对数生产函数模型,研究湖北省及各城市农地城市流转效率及效率变化情况,并结合农地城市流转驱动分析,探讨了区域年均人口增长额、人均建设用地、人均GDP等因素对农地城市流转效率的影响。研究结果表明湖北省各城市年均人口增长额和人均建设用地指标对农地城市流转效率影响显著且影响水平相当。通过测算湖北省及各城市农地城市流转效率值,发现2006-2010年湖北省各城市农地城市流转效率值整体上呈现下降趋势,大部分城市效率值下降趋势非常显著,部分城市农地城市流转效率极其低下,效率值甚至低于0.6。横向上看,城市之间农地城市流转效率的差异也非常显著,效率值在0.3-1之间都有分布。效率值测算结果表明湖北省各城市农地城市流转过程中存在着显著的效率损失,各城市的农地城市流转效率提升空间巨大。Using the Stochastic Frontier Analysis (SFA), choosing 2006 -2010 data as a sample, this paper constructed a beyond logarithm production function model with the variable of the approved area of the arable land occupied for construction to measure the rural-urban land conversion efficiency and subsequently to explore determinants of rural-urban land conversion ineffiency in Hubei Province and each city of it. Three potential driven indicators were selected, which included annual population growth rate, per capita construction land and per capita GDP, to separately reflect factors of population growth, land demand and economic development. Research results revealed that annual population growth rate and per capita construction land significantly had negative impact on rural- urban land conversion inefficiency at the similar level. And with the rural-urban land conversion efficiency of Hubei Province and each city from 2006 to 2010, it showed that the efficiency variance had characters as follows : ( 1 ) In temporal dimension, rural-urban land conversion efficiency in Hubei Province and each city declined as a whole in the period of 2006 - 2010. The decrease of efficiency in most of the cities was very obvious and the efficiency in some cities was even lower than 0.6. (2) In spatial dimension, rural-urban land conversion efficiency significantly differed in different cities and varied between 0.3 and 1. These characters of efficiency variance show that the cities in Hubei Province suffered significant rural-urban land conversion efficiency loss and also indicated there was still much space for efficiency improvement.
