低品质储量在中国石油安全中的战略地位

摘　　要：从中国近期石油接替情况看,低品质储量逐渐呈上升趋势,在目前中国国内油气资源有限的情况下,油气资源供需矛盾已成为制约我国经济社会可持续发展的主要瓶颈之一,低品质储量对于最大限度的满足中国不断经济发展的需要,具有十分重要的战略地位。本文借鉴国外石油安全的相关战略,依照我国基本国情,深入论证了勘探开发战略的可行性与必要性,从我国油气资源勘探开发战略、低品质储量经济有效开发技术等方面,对中国石油安全战略中的低品质储量作用做了一些探讨,并提出了实现战略目标的相关政策建议。From the recent succeed condition of petroleum, low quality reserves present upward trend gradually, in the case of domestic limited oil and gas resources in China, the contradiction between supply and demand of oil and gas resources has become one of the main bottlenecks restricting the sustainable development of China＇s economy and society, the low quality reserves has a very important strategic position to meet the needs of China＇s growing economic development. This paper draws on foreign oil security strategy, in accordance with China＇s basic national conditions, feasibility and necessity of the exploration and development strategy was demonstrated, and the role of low quality reserves in China＇s oil security strategy was made discussion from exploration and development strategy of China＇s oil and gas resources, effective development of the economy low-quality reserves and recommendations to achieve strategic objectives were put forward.
