摘　　要：本文通过在牛栏江-滇池补水工程首部枢纽建设管理的探索与总结，从所采取的项目管理模式、合同条款的设置、设计变更控制管理、合同管理、建设管理相关制度等方面构筑多道投资控制防火墙，确保工程投资在可控状态。Through the exploration and summary on the construction management for the head junction of Niulanjiang- Dianchi Water Supplement Project, this paper will establish multiple firewalls for investment control in terms of the related systems such as the taken project management mode, setting of contract terms, control management of design and change, contract anagement and the construction management to ensure that the project investment can be under control.
