摘　　要：社会资本理论和治理理论都是为因应信息化、全球化而兴起的理论。社会资本关注的焦点是在人们交往过程中产生的社会信任、社会行动、社会规范、社会权威、互惠合作等网络基础之上的社会关系。而治理就是通过协商合作、交流互动、结成伙伴、相互认同和共同目标等方式对社会公共事务进行管理。社会资本和治理之间是一种相互促进、相得益彰的关系。社会资本是实现治理的重要前提和基础,而良好的治理又是社会资本的一种提升途径。社会资本与治理的良性互动有助于社会资本的培育和善治的实现,进而形成和谐的社会。Social capital theory and management theory rise to adapt to the globalization and informatization. Social capital focuses on social relations in people＇s communication in the process of social trust, social action, social norms, social authority, mutually beneficial cooperation and other network. And the management is to administer social public affairs through the consultation cooperation, interaction, partner, mutual recognition and common goal. Social capital and management are a kind of mutual promotion relationship and bring out the best in each other. Social capital is the im- portant premise and foundation for the realization of management, and good governance is one of promotion ways with regard to social capital. The benign interaction between the social capital and the management helps to cultivate social capital and good governance, and build a harmonious society.
