摘　　要：目的评价新疆艾滋病免费自愿咨询检测工作的经济学效率。方法采用成本效果分析方法对2008-2010年艾滋病资源咨询检测的经费投入、检测人数、检测的例均成本、确认HIV感染的人数等相关数据进行分析整理,使用EXCEL2010软件建立数据库并进行数据分析。结果 2008-2010年共累计为128 606人提供艾滋病的咨询、检测服务;2010年免费咨询检测例均成本为24.03元/人,发现并确认HIV感染的例均成本为549.62元/人;2009年免费咨询检测例均成本为29.52元/人,发现并确认HIV感染的例均成本为471.14元/人;2008年免费咨询检测例均成本为37.71元/人,发现并确认HIV感染的例均成本为509.28元/人。结论艾滋病免费咨询检测体系日益健全;更多的自愿咨询检测者将使该服务项目更具有成本效果价值;艾滋病高危人群可作为艾滋病自愿咨询检测工作(VCT)重点宣教对象;艾滋病自愿咨询检测宣传力度仍需加大。Objectives To evaluate the economics of Xinjiang acquired immunodefieiency syndrome （AIDS） free voluntary counseling and testing work efficiency. Methods Cost-effectiveness analysis was used in in vestigating and analyzing the 2008--2010 AIDS funding for counseling and testing resources, the number of detected cases, cost in each case detection, the number of people infected by HIV, used EXCEL2010 soft ware to establish a database and data analysis. Results The implement of HIV Voluntary Counseling and Testing （VCT） from 2008 to 2010 provided for 128 606 persons; the average cost of VCT in 2010 was 24.03 RMB each person, the average cost of confirming HIV infection in 2010 was 549.28 RMB each per son; the average cost of VCT in 2009 was 29.52 RMB, the average cost of confirming HIV infection in 2010 was 471.14 RMB; the average cost of VCT in confirming HIV infection in 2010 was 509.28 RMB 2008 was 37.71 RMB each person, the average cost of each person. Conclusion The system of HIV VCT has good effect; more people engaged in HIV VCT would take more cost effective value; Implementation on the HIV Voluntary Counseling ＆Testing work should bet promoted.
