摘　　要：高校图书馆承担着传播先进文化的重要职责。以上海工程技术大学图书馆工会工作为例,从新时期基层工会价值理念、职能建设、干部培养等方面入手,探讨了激发基层工会活力从而促进先进文化传播的具体措施。University library bears an important responsibility for the dissemination of advanced culture. Taking the labor union of the library of Shanghai University of Engineering Sciences （SUES） as an example, and starting from aspects of basic-level labor union＇s value concept, function construction and cadre cultivation, this paper probes into some concrete measures for arousing the vitality of basic-level labor union and thus promoting the dissemination of advanced culture.
