摘　　要：目的了解河南省基层预防控制机构艾滋病防治能力现状及存在的主要问题,为基层艾滋病防治及相关政策的制定提供科学依据和建议。方法利用问卷调查收集河南省4个项目县10个乡/镇基层疾病预防控制机构及艾滋病防治工作人员相关资料,EpiData3.0建立数据库,SPSS17.0进行资料分析。结果共调查基层艾滋病防治工作人员344人,平均年龄(39.97±10.34)岁,学历以中专/高中为主,占56.68%;职称以初级为主(56.68%);三级艾滋病防治人员综合素质平均得分差异具有统计学意义(F=42.478,P=0.000)。45.07%的艾滋病防治经费来自中央财政拨款,用于艾滋病防治工作的专用房面积仅占总建筑物面积的9.89%。结论河南省基层预防控制机构艾滋病防治能力基本能满足当前艾滋病防治工作的需要,但工作人员的综合素质水平有待进一步提高,艾滋病检测实验室和防治经费的管理需要进一步加强。OBJECTIVE To understand the current status on the capability of AIDS prevention and control agencies and the main problems in rural areas in Henan province, and then provide scientific evidences and suggestions for AIDS prevention and the formulation of related policy. METHODS The related data were collected by questionnaire. EpiData 3.0 was used to estab- lish a database, and SPSS 17.0 was used to analyze the data. RESULTS The average age for all 344 staff was 39.97±10.34. Academic qualifications of the majority of the staff （56.68%） were technical secondary or high school. There were 195 （ 56.68% ） people with primary level professional title. The average score of comprehensive quality of all staff was found with difference （F = 42.478, P = 0.000）. 45.07% funding of AIDS prevention come from the central finance, and only 9.89% building of prevention and control agencies were used for AIDS prevention. CONCLUSION The capability of AIDS prevention and control can meet the basic needs of work in the rural areas of Henan province. However, the comprehensive quality of staff should be improved, and the management of AIDS prevention funding and AIDS testing laboratories should be strengthened.
