当代中国公共图书馆服务体系构建中的社会参与研究——基于公共治理和服务三角模型的分析

摘　　要：构建普遍均等的城乡一体化公共图书馆服务体系是我国当代公共文化服务体系建设的重要内容,但现有的公共文化服务体制下依然存在着政府供给机制的弊端。随着新公共管理理论的兴起和我国政府改革的不断推进,有必要借鉴政府改革和公共管理的相关理论,在坚持政府主导并积极作为的前提下,探索全社会共同参与的发展思路。文章以公共治理理论为基础,以服务三角模型为分析框架,从公民文化需求、服务战略、服务系统、人力资源四个方面提出社会参与的相关路径,以进一步丰富我国当代公共图书馆服务的微观主体,更好地保障人民群众的基本文化权益。Constructing ＂universal equal urban-rural integration public library service system＂ is the important content of our country contemporary public culture service system, but the existing public cultural service system still exist drawbacks of the government supply mechanism. With the new public management theory and the continuous advance of the reform of the government, we should learn from the government reform and public management theory, insist on the government leading and actively as premise, explore the thought of the whole society to participate the development. This paper based on the theory of public governance as the foundation, take the service triangle model as the analytical framework, From the citizen basic cultural demand, the service strategy, service system, human resources proposed the path of social participation , to further enrich contemporary public library service the micro subject, and better safeguard the people＇s basic cultural rights.
