摘  要:为了对矿区以景观资源、地质遗迹资源、文物古迹资源、土地资源、水资源等为代表的矿山资源环境在资源开发过程中遭到不同程度的损害及浪费等情况进行安全评价,对矿区资源环境所受到的威胁进行分析,并以此为基础构建了矿山资源环境安全评价指标体系。整个指标体系同时考虑了资源环境风险的可能性及后果损失度,以更加全面地反映资源环境的安全程度(或风险水平)。同时分析了指标重要性评判、排序过程中存在的未确知性,以及传统层次模型中判断矩阵一致性检验方法的局限性,将未确知有理数引入属性层次模型中,建立了基于未确知层次分析模型的矿山资源环境安全状况评价模型。在评价过程中,首先引入未知有理数建造未确知判断矩阵;其次,利用未确知判断矩阵计算评价准则的综合重要程度值,以判断矩阵中某个评价准则相对其他所有准则的综合重要程度;然后,计算各级评价准则的归一化权重,以确定对矿山整个资源环境安全有影响的影响因素次序;最后,对矿山资源环境安全状况进行模糊综合评价,从而确定矿山资源环境的安全等级。通过实例分析验证了矿山资源环境安全评价模型的正确性。The present paper intends to introduce a mining resource environment evaluation model based on the fuzzy attribute hierarchical analysis. For this purpose, we have established the mining resource environment evaluation system model, which include such items, as landscape, geological vestiges resources, historical and cultural relics, land surface and ground water status quo under the exploita- tion. In our research, we have also taken into account the possibility and the consequential loss or damage of the resource environment hazards, which may help to reflect the level of safety(or hazards) comprehensively. Analyzing the fuzzy attributes in the indexes and re- straints of the consistency check in traditional analytical hierarchical process(AHP), we have introduced some unknown rational items as reprehensive ones to be included in the unascertained attribute hierar- chical model( UAHM). In our model, we have taken into account the unknown rational items, enabling all the factors to be evaluated easi- ly, extending the method to the analysis and evaluation of the relative importance of the matrix, and in turn ensuring the accuracy and ob- jectivity of the evaluation. To be brief, the evaluation process can be shown as follows: First of all, to build up an unascertained judgment matrix by introducing unknown rational number for processing the un- certainties for better judgment. Secondly, to work out the comprehen- sive importance degree value of an evaluation rule via the unascer- mined judgment matrix, and then judge the comprehensive importance degree of a role to all other rules. And, thirdly, to normalize the weight values of evaluation rules at every level so as to confirm the order of factors which affects the mining resource environment. And, last of all, to decide the safety level through the fuzzy comprehensive evaluation of the mining resource environment.
