摘　　要：本世纪以来江苏围绕小康目标在全国实现了第一个"率先",具备了向第二个"率先"迈进的基础条件,同时也存在阻碍实现基本现代化的结构性失衡与冲突,这表现在总量与结构、内需与外需、城乡与南北双二元结构、农村工业化与农业滞后、人口红利与人力资本、收入与分配等方面。为此,江苏必须实施全面创新战略,树立全面现代化的观念,处理好江苏与全国的关系,依托长三角的区位优势,大力发展现代农业,切实转变政府职能,努力实现人的现代化。Since the beginning of the 218t century, Jiangsu province has achieved the first ＂leadership＂ in China to a- chieve the goal of building moderately prosperous society, thus has the basic condition to achieve the ＂second leadership＂. Meanwhile, there also exists the structural imbalances and conflicts that impede the realization of basic modernization. This is reflected in a variety of aspects, such as relations between total volume and structure, domestic demand and external de- mand, urban-rural and North-South dual structures, rural industrialization and lagging agricultural production, demographic surplus and human capital, income and distribution, and so on. In this regard, Jiangsu must implement a comprehensive innovation strategy, establish the concept of comprehensive modernization, and manage well the relationship between Jiang- su and the rest of the country. It should take advantage of the Yangtze River Delta location, develop modern agriculture, transform government functions, and realize modernization of livelihood.
