摘　　要："中国原材料出口限制案"是涉及处理环境与贸易问题的重要案例,不仅因为其争议对象为与国家发展密切相关的九种原材料,更是由于其所涵盖问题的广泛性。本文在研读上诉机构报告的基础上,重点解读上诉机构对"原告专家组请求书的第三部分是否符合DSU 6.2条的要求"、"专家组职责审查的范围"、"GATT 1994第20条的适用性"、"GATT 1994第11条第2款(a)项的适用性"、"GATT 1994第20条(g)款的适用性"五大问题的裁决。＂The case of China-Measures Related to the Export Restrictions of Various Raw Materials＂is an important case in the field of the handling of environmental and trade issues,not only because its controversial subject are the nine raw materials which are closely related to national development,but also they cover a wide arrange of the problem.On the basis of the study of the Appellate Body Report,the paper focuses on the interpretation of the Appellate Body ＇s ruling on the five problem of ＂Whether Section III of the Complainants＇ Panel Requests Complies with the Requirements of Article 6.2 of the DSU＂、＂the Panel＇s terms of reference＂、＂Applicability of Article XX of the GATT 1994＂、＂Applicability of Article XI：2（a） of the GATT 1994＂、＂Applicability of Article XX（g）of the GATT 1994＂。
