摘　　要：文艺政策是执政党、国家或政府对于文化艺术领域进行管理所采取的一整套制度性规定、规范、原则和要求的总称。新中国成立以来,文艺政策文本从形式和内容上既保持着在某些方面固有不变的特性,但也随着时间推移,在某些方面悄然发生着变化。变与不变之间,所显示出来的正是新中国文艺政策的文本演变过程。Literature and Art Policy, as a set of rules and ordinances, which is enacted by Ruling Party or National Government, is constituted to supervise the field of culture and art. It is also a generic term for institutional regulations, criterion and discipline. Since the foundation of new China, although the Literature and Art Policy has its constant characteristics, but as time goes on, some aspect changes gradually. Simultaneously, those variation will precisely indicate the evolution process of Literature and art policy in New China.
