论影响民族自治地方政府执行力的因素与对策

摘　　要：判断民族自治地方政府执行力的标准不是简单的令行禁止,而是政府行为是否经受得起多种要素指标的考察。影响我国民族自治地方政府执行力的主要因素有利益行政、草率行政、违法行政和多头执法。增强民族自治地方政府执行力的关键是施行人本行政,构建地方精英政府组织,实施民主行政,创新执行方式,强化行政绩效管理和行政赔偿的过错追偿。the standard of judging national autonomous local government＇s execution ability is not only the strict enforcement of orders and prohibitions, but a kind of good government condition that its behavior is being considered at a high-level. The main factors that affect national autonomous local government＇s execution ability are benefit administration, careless administration, illegal administration and multiple administrations. To heighten national autonomous local government＇s execution ability, we should implement people-first administration, innovate local government organizations, perfect legal system, implement democracy administration, perfect government decision, innovate executive ways and strengthen administration achievements management and administrative mistake investigation.
