摘　　要：为了探讨加快军民融合创新体系建设的对策措施,运用理论研究和实践分析相结合的方法,从创新体系的基本构成入手,通过对军民融合创新体系的构成要素和运行机制的研究,结合对军民融合创新体系建设的主要障碍的分析,论证提出了需求发布、计划协调、技术转移、合作创新、采购改革、军品免税等方面的措施建议。This article adopts, in order to discuss countermeasures for speeding up the construction of civil-military integrated innovation system, methods of combining theoretical research and practical analysis, analyzes the constructing factors of the system, its working mechanism as well as the main obstacles against the construction of it by starting the discussion on its basic construct, and finally, proposes some constructive suggestions on requirements release, coordination of programs, technology transition, cooperated innovation, procurement reform and tax policy.
