试验装备“两成两力”建设内涵与对策研究

摘　　要：开展试验装备"两成两力"建设针对性研究是落实全军装备工作会议精神的重要举措,是"两成两力"建设精神在试验部队进一步深化的关键,对于统一试验部队试验装备建设思想具有较强的指导意义。从科研试验能力核心要素和试验装备建设本质特征分析出发,系统研究了试验装备"两成两力"的内涵,结合实际提出了加强试验装备"两成两力"建设的5个需要关注的问题。The project of ＂organic and systematic development of combat and support capabilities＂ construction （OSDCSCC） related to military testing equipment, which is one of the critical practice for implementing the requirements proposed by the Conference of Military Equipment, the vital step for implementing further the OSDCSCC in military equipment test as well, and is constructive for enhancing recognition for military testing equipment development. This paper, starting with an analysis of the critical components of military scientific research and test capacity, and of the nature of testing equipment development, researches systematically the connotation of the OSDCSCC specific to testing equipment, and therefore, proposes five points for attention for the project of OSDCSCC of testing equipment.
