基层环境信息管理机构现状分析及其对策研究

摘　　要：通过分析1991年以来南通市环境信息管理机构人员少、机构杂、资源配备不足、环境信息资源呈分散型发展、环境信息技术政策与标准出台滞后和环境信息管理机构不能满足发展需求的现状,提出了统一机构名称,优化岗位职能设置;强化资源配备,形成环境信息管理能力;整合环境信息资源,发挥综合效应;建立环境信息标准体系,实施定量考核;加强领导,促进环境信息管理机构健康发展,满足现代化环境管理需要的建设对策。The status of environmental information management organization in Nantong city since 1991 is analyzed, such as less personnel, complex organization, shortage of resources ,meanwhile, environmental information resources appear distributed development,environmental information technology policy and standards lag,and environmental information management mechanism can not meet the development needs.Based on the present situation,the countermeasures are given：adopting uniform organization name, optimizing post function, strengthening the resources allocation,and then organizing the ability of environment information management;integrating environmental information resources to exert a comprehensive effect; establishing environmental standard system and implementing quantitative assessment;strengthen leadership,promoting the sound development of environmental information management organization for meeting the requires of modern environmental management.
