摘　　要：社会组织是加强和创新社会管理的重要力量。它在性质上体现为非官方性,在宗旨上体现为非营利性,在管理上体现为独立自治,在形式上体现为多元灵活;在提供服务、反映诉求、规范行为等方面发挥着不可替代的重要作用。As the important strength to enhance and innovate social management, social organizations embody following characteristics： unofficial in nature, non-profit in purpose, independent and self-governing in management, multiple and flexible in form, having irreplaceable important significance in the aspects of rendering service, reflecting appeal, standardizing behavior.
