摘　　要：本文从系统逻辑的哲学角度对国际金融体系的演化展开了分析,进而对于全球金融的监管问题进行了深入且多角度的探讨。指出目前的国际金融领域仍处于十分原始的"丛林"阶段,因为并不存在代表整体理性、整体利益的全球监管,认定了这种全球金融监管的缺失和全球金融系统被操控的现状之间的因果关联,认为目前国际金融体系中表现出来的"特里芬两难"在本质上只不过是体系内所蕴含的"哥德尔逻辑悖论"的外在表象,在逻辑层面及现实层面上论证了只有打破类似于"裁判参赛"现象的逻辑纠缠,才能建立、健全真正意义上的、面向"地球村"的金融监管。This article analyzed evolvement of international financial system from the perspective of system philosophy, and then further discussed the issues on global financial regulatory, it also pointed out that current international finance sys- tem is still in the ＂Jungle ＂ stage because of lack of supervision ,and affirmed causal relationship between the lack of su- pervision and the control on global financial system, and demonstrated that the ＂Triffin dilemma＂ is Godel paradox in essence. Finally, it concluded that the only way is to break the ＂referee team＂ entanglement in order to set up perfect global financial regulation.
