摘　　要：由于甘青藏区所处宋夏沿边的特殊战略位置,以及错综复杂的西北边疆民族关系,宋朝在甘青藏区相继实施了以"和断"为核心、以重罪轻罚为变通的"因俗而治"的刑事法律政策,并强调民族边区人道主义的刑罚处罚方式。结合对此问题的探讨,考察宋代边疆民族法制的独特地域特色,有着积极的现实意义。Due to the special strategic location of Gansu Qinghai-Tibet area during Song and the complex ethnic relations in Northwest Frontier, A kind of special Criminal Law and Policy ,the core of which was harmony according to the customs and local law, was used in Gansu Qinghai-Tibet Area During Song Dynasty. This article tries to make a study on this issue in order to examine the unique legal system during Song dynasty.
