摘 要:作为新农村建设的直接领导者、推动者和参与者,乡镇政府在压力型体制下,职能转变面临着很大的挑战。该文通过对桂西北贫困地区L乡的实地考察,发现层级制政府间的博弈、事权与财权的不对等以及基层领导干部考核失衡是形成乡镇政府职能履行偏差的主要原因,从重塑基层执政理念、健全事权与财权相匹配、改善基层公务人员的工作环境和健全科学的乡镇领导政绩考核等方面论述了纠偏途径。As the direct supervisors, promoters and participants of the new rural construction, the local governments are faced with great challenges in transforming their functions under the pressurized system. The findings of a field research into the L Town, a depressed area in the Northwestern Guangxi, show that the game among hierarchical governments, nonidentity between administrative power and financial power, unbalance of assessment of grassroots cadres are the main causes for the deviation of fulfilling the functions of local governments. Besides, this paper analyses some ways to rectify the deviations from the perspectives of remolding governing philosophy, optimizing equity between administrative power and financial power, improving the working environment of the primary public servants and forming a scientific appraisal system to evaluate achievements of local governments.
