青岛海洋渔业转型的启示(1897年-1937年)

摘　　要：青岛海洋渔业的现代化转型是在与德、日列强不断掠夺海洋渔业资源的斗争中逐渐完成的。这段历史是青岛海洋渔业史的重要组成部分。德国占领青岛期间,改良传统渔具,大肆捕鱼。日本侵占青岛期间,通过对青岛海洋渔业资源进行调查,大规模越界捕鱼,设立水产组合,控制青岛海洋渔业交易。1922年,中国收回青岛主权后,建立渔民组织合作社,利用海军保护海洋渔业资源。1897年-1937年青岛海洋渔业转型带给我们的启示是:必须重视海洋渔业资源,掌握先进的海洋渔业技术,完善海洋渔业组织管理和渔业相关法令法规及执行力度,同时政府要积极支持海洋渔业的发展,通过各种手段保护海洋渔业资源。The transformation of Qingdao marine fishery modernization was completed while struggling with German and Japanese continually, which is an important part of Qingdao marine fishery history. The traditional fishing tool was improved to fish recklessly during German Occupation Period. According to the investigation on marine fishery resources of Qingdao during Japanese Occupation Period, large-scale fishing across the border was done and the trade of marine fishery was controlled by all kinds of means. After the sovereignty of Qingdao was taken back in 1922, the cooperation organization of fishermen was founded and marine fishery resources were protected by the navy. The transformation of Qingdao marine fishery from 1897 to 1937 tells us that the marine fishery resources must be attached importance and advanced fishing technology must be mastered. The laws of marine fishery should also be completed in order to protect our marine fishery resources. The government must also support the development of marine fishery and protect marine fishery resources by all kinds of means.
