区域建设用地节约集约利用评价理想值确定——以武汉市为例

摘　　要：为建设用地节约集约利用评价能在全国范围内顺利推广,及指标理想值确定提供相关技术借鉴和指导,采用目标值法、极值法、平均值法、发展趋势分析法、专家咨询法等方法确定了武汉市区域建设用地节约集约利用评价各指标理想值,研究表明:武汉市2011年城乡建设用地人口密度、建设用地地均固定投资、建设用地地均地区生产总值分别达到7 468人/km2,29 156.79万元/km2,38 129.86万元/km2时,其土地节约集约利用度达到最优状态;此外,在把握评价区域土地利用现状和经济发展趋势的基础上,采用多种方法相结合有利于减少主观因素对理想值确定产生的干扰。This paper determines the ideal values of economical and intensive use assessment indexes of regional construction land use in Wuhan City using such methods as target value, extremes, mean value, development tendency and expert consultation for the purpose of popularizing nationwide the assessment of economical and intensive use of construction land and providing technical reference and guidance. The results of the study indicate that the economical and intensive land use of Wuhan City in 2011 reaches the optimal state. Besides, the paper integrates various methods to reduce the interference of subjective factors on the determination of the ideal values based on the understanding of the present status of land use and economic development tendency of the evaluated region.
