基于业务流城乡建设用地增减挂钩项目网上申报系统的研究

摘　　要：为解决当前开展城乡建设用地增减挂钩工作中的问题,提高工作效率,加强挂钩项目的信息管理,采用了城乡建设用地增减挂钩项目网上申报系统。通过对挂钩项目申报工作进行了业务流分析,论述了系统的框架体系和功能设计,研究了系统关键技术,最后利用Silverlight、ArcGIS Server等技术实现了该系统。通过该系统项目申报单位可以快捷有效的实现在线申报,上级土地部门也可随时进行在线审核审批,简化了申报工作,提高了工作效率,使信息反馈速度和准确性大幅度提高。To deal with the problems in the practice of connecting the increase of urban construction land to the decrease of rural residential land decrease, improve work efficiency, and improve the information management of linkage items, online reporting system has been developed of increase and decrease linkage items of urban and rural construction land. This paper mainly analyzes the business flow of the linkage item reporting; meanwhile, it discusses the framework and function design of the system, studies the key technologies of the system and develops the system by means of such technologies as silverlight and ArcGIS Server. By virtue of the system, online reporting can be done conveniently and efficiently, and the department of land management can examine and verify the reports online at any time, which not only simplifies the reporting tasks and improves work efficiency, but also greatly improves the feedback speed and ensures the accuracy of the information.
