农产品期货市场服务“三农”模式探讨——以黑龙江省绥化地区望奎县为例

摘　　要："三农"问题一直是中国全面建设小康社会和现代化进程中的关键性问题,而农产品期货市场对于解决我国"三农"问题具有重大意义。本文以黑龙江省绥化地区望奎县为例,对我国目前农产品期货市场中"农户+龙头企业+期货市场"模式和"农民+农民自发组建的合作社或联社+期货市场"模式进行分析后,发现两种模式在试点过程中还存在诸多问题,如期货市场功能运用少、规模小、参加人数少、层次浅、资金短缺等。为此,本文提出通过设立"农村期货合作基金"模式来解决"三农"问题,并指出了该模式的优点和需要注意的问题。The issues of ＂Agriculture, Rural Areas and Farmers＂ have always been the key issues in the China of building a well -off society and modernization, to solve the issues, the agricultural futures market play a great role. This paper, analyzing the pattern ＂farmers ＋ leading enterprises ＋ futures market＂ and the pattern ＂farmers ＋ farmers＇ cooperatives spontaneously formed or cooperatives ＋ futures market＂ of China＇ s present agricultural product futures market pattern analysis, and taking Wangkui County of Suihua region of Heilongjiang Province as an example, found such problems still existing in these two pat- terns＇ pilot process as the less futures market functioning, small scale, low attendance, superficial, a shortage of funds. As a re- suit, it is put forward that the pattern of ＂Rural Futures Cooperation Funds＂ should be established to solve the issues, and at the same time, its advantages and issues that attention should be paid to are pointed out.
