摘 要:目的探讨《上海市现制现售水卫生监督管理办法》颁布实施后,2007—2011年上海市现制现售水卫生状况的变化,并提出管理对策。方法从现制现售水的制水、管水和用水环节出发,对许可、监督、监测、举报和处理等方面的资料进行统计分析。结果现制现售水是具有较大卫生隐患的供水方式。结论建议修订完善相关法规,如提高许可申请条件和增加法律责任,并提升其法律地位;进一步强化政府、行业、社会共同参与的管理模式,推动现制现售水的健康发展。Objectives To discuss the hygienic status and countermeasures of the management of fresh-puri- fied drinking water since the implementation of the Rules on Health Supervision and Management of Fresh-purified Drinking Water in Shanghai from 2007 to 2011. Methods Investigating the working process of fresh-purified drinking water, including water filtering, daily management and the use of water by residents, and analyzing the data of administrative license, supervising, testing, reporting and punishing. Results The fresh-purified drinking water was a kind of water supply with many hidden risks. Conclusions It is proposed that the current regulations must be revised, such as increasing the requirements for application and legal liabilities. In addition, efforts should be made to raise the legal status of current regulations. Moreover, a co-management model involving government, industries and communities should be further strengthened in order to make sure the fresh-purified drinking water system under more stringent supervision.
