摘 要:对20年来中国大陆科技工作者发表的国外和国内科技论文的文献统计发现,我国已成为全球科技论文外流总量最多的国家。论文外流的作者单位主要集中在国内顶尖科研院所及重点大学,北京、上海等科研实力最强的地区也是外流最严重的地区。我国科技论文主要流向美欧日等发达国家,天体物理学等牵涉我国尖端科技信息的论文外流率超过80%,受政府基金资助论文的平均外流率达到51.79%。我国科技论文外流率已进入"高度外流"的后半警戒区域,在中外科技论文交流体系中处于严重逆差的境地。Based on the statistical data of science papers publicized by mainland Chinese scientific workers domestically and overseas, it is found that China has become one of the world's largest science thesis outflow countries. The relevant authors mainly come from the leading domestic research institutes and key universities, and Beijing, Shanghai are among the areas with the most serious situation of outflow. De- veloped countries and regions such as USA, Europe and Japan are among the favorite ones for those science theses to flow into. The out- flow rate for sophisticated science has already exceeded 80%, and the average outflow rate for theses subject to government funding reached 51.79%. The outflow rate of science and technology papers has already entered the second half area of "high degree outflow", and the situation of serious deficit in international science and technology papers communication of China and foreign countries is worthy of attention.
