摘  要:当前对储罐池火灾多米诺效应的防控措施主要是根据储罐半径尺寸设置其间安全间距,这样并不能有效预防池火灾多米诺效应。提出针对油库池火灾多米诺效应的闭环持续改进风险管理程序,在Cozzani V.理论的基础上建立池火灾多米诺效应的风险控制模型,通过改变储罐间距降低多米诺效应影响范围内敏感点处的风险值。结合实例分析计算,得出油库池火灾多米诺效应的事故路径、油库池火灾多米诺效应的个人风险值及与可接受风险水平相符的安全间距,可显著降低油库池火灾多米诺效应的发生概率并减小了其影响范围内的个人风险。To improve the prevention against pool fire domino effect, environment hazard assessment concept was brought into its risk management and a novel risk management procedure aiming at pool fire domino effect in fuel tank district was proposed. Propagation model, ssessment. model and prevention model of pool fire domino effect were established to accomplish a sustaining ameliorating closed loop risk management procedure. It beginned with propagation radius calculation and target facility confirmation in pool fire domino effect based on thepropagation model. Then the risk indexes were determined, which were the probability and individual risk of pool fire domino effect in the assessment model and comparing those with the acceptable safety level to decide whether to reset the facilities' safety gap. The last steps applied prevention model, selected the adaptive safety level and reset a new safety gap combined with fuel tank district' s actuality. The whole risk management procedure was undertaken through a defined case-study, whose pool fire domino contribution to individual was unacceptable and a safety gap resetting solution was established. Comparing with the existing safety gap setting standard, the novel setting meas- ure, which is also the core of pool fire domino effect' s risk management procedure in fuel tank district, is a better solution to decrease the domino effect probability and the economic damage coursed by it.
