摘 要:在社会转型期,市场化的服务机制、物业服务内容以及企业化经营方式发生了根本变化。这决定了政府在物业管理行业发展过程中,需要转变观念,树立服务理念,改变物业管理的服务方式;完善法律法规体系,进一步提升行业发展的法制化、规范化水平;规范物业管理市场,着力构建公平、公正、公开、诚实守信的市场秩序;建立信息沟通平台,加强法律法规的宣传,提高法律法规的有效性;构建完善的主体行为评估体系,执行有效的监督机制,以保证物业管理行业健康有序发展。During the social transition, there occurs a fundamental change in the mechanism of market-oriented services, property services, and enterprise management mode, which requires the government to change their ideas and establish the concept of service, and change the property management service. What needs to be improved is the legal system to further enhance the legalization of the development of the industry and the level of standardization. The government should also standardize the property management market, focused on building a fair, just, open, honest and trustworthy market order and establish an information communication platform to strengthen the publicity of laws and regulations, and improve the effectiveness of laws and regulations. Finally what should be put in place is the main behavioral assessment system and effective oversight mechanisms to ensure that the healthy and orderly development of the property management industry.
