摘　　要：对比了1989年和1998年的《社会团体登记管理条例》中社团成立的条件,分析了两者的差异,提出了当今我国体育社团发展中的三大法律瓶颈,影响了体育社团功能的发挥。在此基础上,提出了相关的建议。This essay comprises the establishment conditions of associations in accordance with 〈 Regulations on Registration and Administration of Social Organizations 〉 in 1989 and 1998 respectively, analyses three main legal bottlenecks in the development of sports associations in China, which hinder the functions of sports associations and puts forward suggestions on this basis.
