区域知识产权战略实施协同机制体系构建及其实现路径

摘　　要：区域知识产权战略实施是一项多层次、多主体、动态关联的系统工程,其要求战略系统内部各主体在实施目标和行动上达成有机契合,从系统性、整体性、协调性出发建立区域知识产权战略实施协同机制,以期达到战略实施推进效果最优。针对目前我国区域知识产权战略实施协同的特点和存在的问题,应当采取如下实现机制:统筹兼顾,建立区域知识产权战略实施协同体系;抓住协同契机,确定区域知识产权战略实施的协同目标;以项目为抓手,构建区域知识产权战略实施协同网络;加强引导,形成多元主体协同治理的工作联动机制。The implementation of regional intellectual property strategies is a multi - leveled, multi - agented, and dynamically -interacted systematic engineering. It demands an organic integration concerning the goals and actions among relevant subjects within the strategic system, and a collaboration mechanism of regional intellectual property strategies, in terms of systematicness, globality and harmony, so as to maximize the strategic implementation effects. Regarding the current features and problems in China＇ s regional intellectual property strategy, we should carry out the following implementation mechanism： making overall plans by taking all factors into consideration to establish a regional intellectual property strategy system;seizing the cooperative opportu- nities to set up collaboration goals for the implementation of regional intellectual property strategies;taking specific projects as starting points to construct regional intellectual property strategy collaboration networks ; and finally, strengthening guidance to form a multi -agented interactive working mechanism.
