面对美国“双反”:中国光伏产业自救与发展之路

摘　　要：美国对中国光伏电池组件产品开展反补贴、反倾销调查,已经超出了一般的贸易层面,不仅反映出中国光伏产业和西方相关产业的激烈竞争,还从政治层面折射出西方国家对华政策的复杂性和多面性。面对美国的"双反"围剿,中国光伏产业会有灭顶之灾吗?我们显然不能坐以待毙,在沉着应对西方"双反"的同时,要积极探寻中国光伏产业避免受制于人,逐渐摆脱困境、强化自身的可持续发展之路。America carried out countervailing and anti-dumping investigation on Chinese photo-voltaic cell module products, and had exceeded the range of general trade. It not only reflects the fierce competition between China＇s photovoltaic industry and western related industries, but also re-flects the complexity and versatility of the western countries＇ policy toward China from the political level. In the face of American ＂anti--dumping and countervailing＂ investigation, will China＇s photo voltaic industry confronted with a catastrophe？ We cannot keep silent, and should composedly re- spond to the western countries＂ ＂ anti-dumping and countervailing＂ investigation. At the same time, we should actively seek a way of sustainable development to protect China＇s photovoltaic in-dustry and to gradually get rid of the predicament and make itself more stronger.
