摘　　要：日本政府购买公共服务制度是规制改革的产物,是将竞争机制引入公共服务供给的新模式。这种模式在实践中的具体表现形式是政府委托民间部门提供公共服务。日本政府购买公共服务具有专门的法律依据和严格的执行程序,由强而有力的"第三方机构"组织实施。这一制度的建立一方面是顺应国内、国际经济社会发展需求的产物,另一方面也是政府和民间部门关系理论的实践结果。日本政府购买公共服务制度对于我国的制度建设具有重要的参考价值,特别是在政府购买公共服务的目标、购买公共服务法律法规的建设以及购买公共服务项目的筛选程序等方面带给我们很多有益的启示。The system of Japan＇s government purchase of public services is the product of regulation reform anda kind of new mode which introduces competition mechanism into public services supply. In practice, the Specific Forms of the mode is that government commission private sector to provide public services Japan＇s government purchase of public services has specialized legal basis and strict executive process, which is organized and implemented by strong ＂ third party＂. On one hand, the establishment of the system of Japan＇s governmentpurchase of public services is to comply with the local and international economic and social development＇s need, on the other hand it also is the practical result of theory of relations between government and private sector. System of Japan＇s government purchase of public services has important reference value to China＇s systems building in several ways, especially to the object of government purchase of public services, the law construction as well as project screen procedure of purchase of public services.
