中国城市社区管理体制改革的未来走向——以安徽“铜陵模式”为例

摘　　要：街道办事处自形成以来,就一直处于变动之中,体现出明显的可变性和不确定性。在实际运作中,它既是一个行政组织,又是一个社区组织;既承担一定政府职能,又承担大量社会职能。随着社会经济的发展,我国城市社区管理体制改革势在必行。安徽省铜陵市为创新城市社区管理模式,率先在全国撤销街道办事处,全面启动区、街道、社区三级管理体制改革,由此引发了诸多专家学者的争议。鉴于此,文章试图对中国城市社区管理体制改革的未来走向提出一些思考和建议。The district offices have been in flux since its formation, reflecting the significant variability and uncertainty.In practice, it is both an administrative organization and a community organization, assumes certain functions of the government and also bears a large number of social functions. With the social and economic development, China＇ s urhau community man- agement system reform is imperative.For innovating urban community management model, Tongling city in Anhui province first revoked district offices in the country, starts the district, street and community level management system reform, which leads to many experts and scholars＇ controversy.This paper attempts to make some suggestions for urban community management reform in China.
