国外农村社会保障财政支持的实践及启示

摘　　要：通过对国外尤其是德国、日本和韩国等典型国家对农村社会保障财政支持的实践考察认为,中国在农村社会保障的财政支持取向中应注意五个方面:财政支持农村社会保障要符合本国国情;财政支持应体现社会保障应有的社会性和福利性;财政为主的多元化筹资是制度发展的重要保障;财政对农村社会保障的支持水平要适度;财政对农村社会保障的支持应体现项目的差异性。By examining the abroad, especially foreign typical of Germany, Japan and South Korea that the financial support of the rural social security practice, we found that China in the orientation of the financial support of the rural social security should pay attention to the five areas, namely： financial support should consistency with their own national conditions; financial support should embody the social and welfare; financial-based on diversified fund-raising; financial support is moderate; fiscal support project reflect the differences.
