摘　　要：创新型国家制度建设从根本上适应了以知识经济为先导的产业结构调整和经济与社会转型发展的需要,这种变革提出了面向知识创新的社会化信息服务组织要求。与此同时,制度变迁与信息服务体制变革的内在联系,决定了创新型国家制度下的信息服务转型发展机制,形成了基于发展转型的信息服务体制变革引动与价值取向关系。在面向协同创新服务中,应着重于信息服务社会化组织体制的确立和服务推进。The construction of innovational national institution fundamentally the needs of adapts to. The adjustment of in- dustry structure and transformation development of economy and society needs. This kind of transformation puts forward the demands of socialization information service organization oriented to knowledge innovation. Meanwhile, the internal relations between institutional change and information service system reform decides the mechanism of transformation and development of information service under innovational national institution, and the relationship between information service system transfor- mation and value orientation is formed based on development and transformation. Therefore, the collaborative innovation service should focus on the establishment of information service socialization organization system and service promotion.
