摘　　要：目前网络宽带视频、手机电视、直播卫星、IPTV等给传统有线电视带来了严峻的挑战,随着三网融合进一步推进,有线电视数字化、双向化是目前广电行业唯一出路,地市级城市作为有线电视网络的主体,如何实施转换,转换后如何运营、如何定位、如何创新走出一条适合广电发展的道路是迫切需要解决的问题。At present, the broadband video, mobile phone TV, direct broadcast satellite, IPTV on the tradi- tional cable television brought grim challenge, witl;t triple play further forward, digital cable TV, two-way radio and television industry is currently the only way. Prefecture level city as a cable television network main body, how to implement the conversion, converted to operation, how to locate, how innovation out of a suitable radio and television development is an urgent problem to solve.
