摘 要:"扩权强县"改革作为现行政府间行政管理体制的重大调整,"十二五"规划纲要明确要求扩大县域发展自主权,稳步推进"扩权强县"改革试点。运用差分内差分方法和个体固定效应模型,以浙江省县政扩权的面板数据为样本,实证对比分析了"扩权强县"改革对扩权和未扩权以及扩权内部强、弱县之间的县域经济和财政收入的不同影响。结果表明:改革有力地促进了扩权县的县域经济和财政收入;改革对强县的促进作用比弱县更为显著;强县发展在较大程度上依赖固定资产投资和地方财政支出;二、三产则更有助于弱县的发展。基于上述研究结论,对各省下一阶段推行"扩权强县"改革的提出如下政策建议:省市政府应实现从"强县扩权"到"扩权强县"的跨越;强县政府应摆脱对"投资型"增长方式的过度依赖;弱县政府则应优积极推进产业结构转型升级。The objective of this article is to contrast and analysis the different influence of the reform on county economy and financial revenue between counties with and without grated powers,then between the developing and developed counties.A study applying the differential inner difference model and the entity fixed effects model on the panel data of the county economy in Zhejiang Province.The result shows that: 1.the reform distinctly improves the county economy and financial revenue;2.the reform's influence on developed counties is much more obvious than that on developing counties;3.the development of developed counties relies on the investment of fixed assets and local financial expenditure;4.second and third industry are more effective in developing counties.On the basis of the foregoing conclusions,we adviseas following: the provincial and prefectural government should adjust from grating power of developing counties to reinforcing counties by grating more powers;developed counties should reduce the reliance on investment;developing counties should upgrade their industries structure.
