网络世界的合作治理:服务型政府的选择——以南京市的调查为例

摘　　要：网络世界随着中国民主治理改革的深入发展,利益结构不断分化,公民意识觉醒,民主程度日益加深,加强网络世界合作治理和网络公共服务职能将成为构建服务型政府的重要课题。为此我国各地展开了网络世界服务型政府治理的实践探索。本文以南京市服务型政府治理的实证调查为研究个案,对网络世界地方服务型政府治理之实践现状进行考察。通过研究分析,发现网络世界地方服务型政府治理实践与居民的社区志愿参与之间存在着较强的正相关关系,由此,应根据网络世界地方服务型政府应有的治理特征和价值取向,针对我国网络世界地方服务型政府治理实践存在的问题,培育居民对地方服务型政府的信任感和亲切感,不断促进网络世界居民社区志愿参与和志愿精神的孕育与成长。As developing of China's democratic governance reform,facing the interest structure differentiation,citizen consciousness,trend of democracy,how to improve the cooperation in world governance and network function of public service will become an important topic of the construction of service-orient government.Therefore,China has launched network world service-orient government exploration.This article take the constructing service-oriented government of nanjing city as an example to inspect the present situation of the service-oriented government construction.Through research and analysis,we found that there is a strong positive correlation between the service-oriented local government governance practice in network and the residents of the community volunteer involvement,therefore,we should nurture the residents' trust sense and immediacy towards local service-oriented government,promote the form and the development of residents' voluntary spirit according to the inner characters and values of local service-oriented government.
