摘　　要：针对公共行政理论的百年演变和发展,特别是其中效率与公平的价值钟摆效应进行了分析和评述,认为贯穿这几种范式中的核心价值观,即效率公平观,是一种价值钟摆。对效率和公平的偏好不同造成了不同理论间的分野,且引发了不同学者的探讨甚至争论。厘清这种价值取向,有利于从整体上切实把握公共行政理论的本旨。The evolution and development of the theory of public administration are analyzed and commented, in particular the value of the pendulum effect of efficiency and fairness. The core value throughout these types of paradigm, namely efficiency and equality, is a value of pendulum. The distinction between different theories is resulted in different preferences of efficiency and equality, and led to exploration even controversy between scholars. To clarify this value orientation, is conducive to overall grasp the tenor of public administration theory.
