摘　　要：冲击电压试验是电气设备尤其是电力设备必不可少的绝缘试验项目,冲击分压器的准确度直接影响到电气设备的绝缘可靠程度,关系到电力系统的安全运行水平。电力行业标准《冲击分压器校准规范》即将颁布,上篇重点对几项关键计量性能指标:适用范围的界定、响应时间对雷电波的峰值测量误差分析、校准条件解读等做了详细的分析和讨论,并就分压器分压比的误差、等电位屏蔽等要素进行了阐述,以便加深对新颁标准的理解及应用。Impulse voltage test is a indispensable part of insulation tests for electric equipment, but accuracy of the impulse divider directly affects the insulation reliability of the electric equipment, which is related to the safe and reliable operation of the electric power system. The standard of power industry “Impulse Divider Calibration Specification”will be issued. As draftsman of the standard,this paper focuses on several critical calibration performance indexes-definition of application scope-the analysis of measurement error of response time in the peak value of the lightning impulse, the annotation of the calibration condition, the error of voltage ratio, the equipotential shielding and something others. So this will deepen our understanding and application of the new standard.
