摘　　要：以此次改革先行先试的领域——农村领域的863计划和支撑计划课题为例,比较了"十一五"与"十二五"期间的科研经费各科目的变化:间接费用显著上升,配套经费大幅下降;劳务费小幅上升,设备费和国际合作与交流费比例有所下降。此外还就间接费用、外协经费、承担单位的责任与义务等热点问题进行了探讨。Comparison of the two types of National S＆T Plans （ ＇863＇ projects and ＇ZHICHENG＇ projects） in agriculture area in the twelfth five--year period with the eleventh five--period, it can be concluded that there is a rapidly increase of indirect costs while a sharp decrease of supporting funds, and a slightly increase of labor costs with a small decrease of instruments costs and international collaboration costs. Furthermore, some focus topics, such as indirect costs and collaboration funds were also discussed.
