摘 要:在综合考虑能源和环境因素的条件下,采用基于方向性距离函数的DEA模型对中国各地区1985~2010年的环境技术效率进行了测算,同时利用协整技术检验了各地区环境技术效率的随机收敛性。结果发现:自1990年以来中国各地区平均环境技术效率呈下降趋势;总体上看,中国中西部地区的环境技术效率水平较低,处于经济发展与资源、环境的失衡状态,而东部地区则实现了经济的协调发展;研究还发现,我国东部和东北地区的环境技术效率在长期存在收敛趋势,而在中西部地区内部和全国范围内则不存在收敛趋势。最后,针对分析结果提出了相关对策建议。Has taking the energetic and environmental factors into consideration, this paper estimates the environmental technical efficiencies and tests their stochastic convergences by using DEA model based on directional distance function and co-integration technique from 1985 to 2010 in China. The main results are as follows: the average environmental technical efficiency of different regions in China takes on a decreasing trend since 1990. On the whole, the levels of environmental technical efficiency of central and western regions are low, with their economic development, resources and environment in disequilibrium. However the eastern areas achieve coordinated development of economy. The study also finds that the convergences of environmental technical efficiency exist in eastern and northeast regions in the long run, which do not exist in the Midwest regions and other reagions. Finally, corresponding policy suggestions are given.
