摘　　要：当前水电建设成本过高与上网电价过低的矛盾严重阻碍了高寒地区水电的开发建设,从高寒地区水电开发的重要性出发,分析高寒地区水电开发建设的各种障碍因素,以高寒地区3个电站为例,采用经营期电价测算方法进行上网电价测算,从而对高寒地区水电上网电价定价机制及加价范围给出相应建议,为四川省高寒地区水电建设提供了新思路。The contradiction between high construction cost and low on-grid price has become the bottleneck of hydropower develop- ment in plateau areas. This paper elaborates on the importance of hydropower development in plateau areas, analyzes the difficulties of hydropower development in plateau areas, takes three hydropower stations in plateau areas for example, adopts the method of tar- iff calculation for operation period for on-grid price research, gives some suggestions for the power pricing mechanism and price range in plateau areas provides new ideas for the hydroelectric development of plateau areas.
