摘　　要：构建新型农业组织体系,保护农民权益、提升农业效益、促进农业科技进步、提高农业劳动生产率,是建设中国特色现代农业的必由之路。改革完善农业组织制度和经营体制,是一项艰巨而又充满制度风险的历史任务。实现农业现代化与工业化、城镇化和信息化同步发展,必须坚持维护农户的经营主体地位,明确稳定承包关系并实现长久不变的实现途径;坚持完善农业经营组织体系,提升经营主体的经营能力;坚持创新农业服务体系,强化服务主体的服务能力。Establishment of new agricultural organization system to protect farmers＇ rights and interests, promote agricultural efficiency, promote the progress of agricultural science and technology, and improve the agricultural labor productivity, is the only way to construct Chinese modern agriculture. It is an arduous and full of institutional risk historical task to reform and perfect the agricultural organization system and management system. To realize synchronous development of agricultural modernization and industrialization, urbanization and informationization, we must insist to protect farmers＇ main operating status, clear and stable contractual relationship and realize the permanent approach, adhere to improve the organizational system of agricultural management, promote operators＇ management ability, insist on innovation of agricultural service system, and strengthen the service ability.
