城乡建设用地增减挂钩区农户满意度的IPA分析——以天津市华明镇为例

摘　　要：农户是城乡建设用地增减挂钩中最广泛的参与主体,农户满意是挂钩政策顺利实施的基本保证。以天津市华明镇为个案,在实地调查的基础上,运用SPSS 17.0软件对调查结果进行处理,运用IPA分析方法,对农户感知的各挂钩要素的重要性和满意度进行对比分析,并据此构建了方格图,提出可采用"继续努力"、"重点改进"、"不宜优先"、"不刻意追求"等策略来进一步完善城乡建设用地增减挂钩工作。Farmers are the most extensive participants in the linkage of urban-land taking and rural- land giving （LUTRG）, and farmers＇ satisfaction is the basic guarantee for the successful implementation of LUTRG. This paper, by using SPSS 17.0 software, firstly analyzes the results of the field survey on Huaming town of Tianjin. It then, by adopting an IPA analysis, constructs a cell chart out of the comparative analysis on the importance and satisfaction of each LUTRG factor. It finally proposes such strategies as continuous efforts, concentration on what needs improving, low priority and indeliberate pursuit so as to improve LUTRG further.
