摘　　要：网络舆情在动态演变过程中可能产生四条安全预警的路径,在此基础上构建由决策层、分析层和操作层组成的三层网络舆情研判体系结构,其中分析层是体系的核心层,主要包括网络舆情热度研判、特性研判、危险性研判和应对能力研判等四个子系统。分析层通过分析和研判操作层采集到的信息为上层的舆情管理者提供决策依据和应对建议,以便预防舆情并尽可能将舆情消灭在早期阶段,减少社会危害和负面影响,促进经济社会稳定发展。Network public opinion may produce four security warning paths during the progress of dynamic evolution, accordingly construct a three-layer study system structure of network public opinion which consists of decision-making layer, analysis layer and operation layer, and analysis layer is core of the system, mainly has four subsystems, that is, hot study, characteristics study, risk study and capacity study of network public opinion. The analysis layer analyzes and studies the information that operation layer collected, then provides decision-making support and handling recommendations of public opinion for upper managers, so to prevent public opinion and as soon as possible eliminate public opinion in the early stage, reduce the social damage and adverse effects, promote socio-economic development steadily.
