奥巴马政府的对缅政策与美缅关系的改善

摘　　要：在"巧实力"外交理念指导下,奥巴马政府对缅政策在方式上与其前任相比有明显变化;这一政策实行3年多来,美缅关系发生了巨大变化:从长期紧张到关系回暖、升温,再到目前的双方关系向完全正常化发展;美缅关系完全正常化,关键在于缅甸与朝鲜的军事关系;由于受多方因素掣肘,美国可能会进一步放松或取消对缅制裁或实行限制性制裁,也有可能恢复或延长制裁;短期内美国是很难取消对缅的所有制裁的。Guided by the diplomatic concept of ＂Smart Power＂, Obama administration＇s policy to Myanmar is dif- ferent from Bush administration＇s in tactics. It has been enforced for 3 years and the relationship between US and Myanmar has changed a lot ： from strained relations to warming ties and the tendency of the relations＇ being full nor- malization. The key of the complete normalization of US-Myanmar relations is how Myanmar deals with its military relations with North Korea. In future, because US is restrained by factors of various types, it would perhaps contin- ue to relax or even remove the sanctions on Myanmar, or adopt restricted sanctions, but it could also restore or ex- tend the sanctions. However, in a short time, it is difficult for US to lift all the sanctions.
