摘　　要：结合黑龙江省科学院技术物理研究所在核安全文化建设方面的实践与经验,对核安全文化的内涵、特征、发展阶段和建立过程进行了分析,讨论了核安全文化建设对核技术利用单位的重要性,强调所有从事核与辐射安全相关的单位或个人,均应具有良好的核安全文化素养,保证核安全文化建设在核技术利用单位的应用和发展。This thesis mainly researched the definition, characteristics development stage and setup procedure concerning nuclear safety culture, based on practice and experiences in Technical Physics Institute of Heilongjiang Academy of Science. The author discussed the importance of nuclear safety culture construction for an enterprise of nuclear technology utilization, and emphasized all the enterprise and indi- vidual who engaged in nuclear and radiation safety should acquire good nuclear safety culture quality, and ensure the application and development of the nuclear safety culture construction in the enterprises of nu- clear technological utilization.
