创新社会管理的“三社联动”路径探析

摘　　要：从基层创新社会管理是社区面临的重大课题。在社区需求膨胀和政府推动下我国创建了与经济社会发展体制相适应的新型基层管理体制——社区制。然而,从社区建设的目标来审视,社区仍然存在多元管理主体发挥作用不够、管理方式以强制为主等问题,创新成为必然。"三社"意味着要发挥社区平台、社会组织载体及社会工作者生力军的作用。"联动"意味着要在完善社区公共服务的同时,释放社区管理的空间给社会,使其成为公民社会的滋生地;培育发展社会组织,使其成为社会工作人才成长的摇篮;建设社会工作人才队伍,强化社会福利制度的发送体系。经由"三社联动"要从社区管理走向社区治理。In the push of the inflation of community needs and the government, China has created a new grass- roots management system compatible with the economic and social development system -- Community System. However, from the goal of community building, there still exist many problems. ＂Three Clubs＂ means to play the role of the community platform, social organizations and social workers -a new force. ＂Linked＂ means to improve public services and release the space community management to the society, making it become the growth of civil society; it also means to develop the social organization, making it become the cradle of social work personnel growth; it also means to construct the social work talent team, strengthen the sending of the social welfare system.
