摘　　要：为了解我国规划水资源论证工作现状,进一步发展和完善规划水资源论证工作,参照相关技术要求和导则,对比分析了"通知"出台前后规划水资源论证案例、水资源综合规划案例、建设项目水资源论证案例。分析发现,我国规划水资源工作在论证思路、论证内容和论证技术方法等方面还存在诸多不足,总结了规划水资源论证工作取得的经验,并提出在立法、论证基础、技术要求、试点研究等方面需根据规划的特点加以补充和完善的建议。In order to know the status of Chinese water resources justufication for planning and further improve this program, refering to the technical requirement and guide, cases of water resources justification for planning and construc- tion are comparative analysis before and after the policy of water justification for planning promulgated by the ministry of water resources of the people＇s republic of China. The analysis shows that the idea, content and technical method of wa- ter resources justification for planning have some drawbacks. The experiences of water resources justification for planning are summed up. At the same time, it proposes the suggestions for improvement of water resources planning justification from the aspects of legislation, basis for justification, technical requirements and pilot study.
